Gerald Ford: Leader or White House Curator?

On August 9, 1974 Richard Nixon resigned his position as President of the United States amid the Watergate scandal and in the face of impending impeachment.  Gerald Ford took his place, but his subsequent pardon of Richard Nixon and inability to secure a second term in office has left him with the stigma of a caretaker.
